- Open plugins/gauge-meter-slider/gauge-meter-slider.js

- Upload it to plugins folder (/wp-content/plugins/)
- Activate the plugin
- Use [gaugemeter] shortcode to bring it

If you want more than one gauge meter appearing in your site you should work over the code, it is not difficult, if you want it just ask me about.
A much better gauge meter with slider is this: http://docs.telerik.com/kendo-ui/api/dataviz/radialgauge – It has a way to work with decimal values
